  一、概述随着城市化、工业化的快速推进,既推动了城市的繁荣与发展,也使城市生态环境付出了巨大代价,能源资源浪费,垃圾处理量剧增,水污染和大气污染加剧,光污染、噪声污染也日趋严重。城市由小到大,由简单到复杂,由少到多地不断发展。

改革开放以后,中国城市化和城市现代化建设加快,城市问题日益突出,相关学科的城市研究也空前活跃起来。

  TOD的核心是公共交通用地的综合开发,它将城市空间活动的两个基本要素——交通和土地结合起来,一方面可以解决城市拥堵问题,另一方面解决基础设施建设中资金不足的问题。

  立法典型案例与亮点。1.健全领导机制,形成齐抓共管合力在杭州市委、市政府重视下,杭州市局把“民主法治村(社区)”创建工作列入“六五”普法规划中,要求通过创建“民主法治村(社区)”,深化“四民主两公开”,完善基层自治运行机制,引导群众依法开展自治实践,并明确责任单位和五年工作目标。

  三、发展策略1.发掘工业遗产的核心体验层注重精神价值:找到发展产业文化的核心价值,通过文化创意具体化为时代梦想的符号化,将文化具体化为生命意义的创造,避免“有园区无文化”、“有产业无创意”的空心化发展方式。
